Previous consultations
We have previously consulted the Wellow community on their views about Wellow and how it should develop, on housing needs and the proposed policies in the Plan. Businesses have also been consulted on the local economy and employment. Responses to the Regulation 14 consulation on the Pre-submission Draft of the Plan and the resulting changes to the Plan can be found in the Consultation Statement see panel below.

Submission Draft Consultation under Regulation 16
Wellow Parish Council has formally submitted their draft Neighbourhood Development Plan to the New Forest National Park Authority and Test Valley Borough Council (the Parish is within Test Valley but lies partially within the National Park for planning purposes).
The draft Plan and supporting documents was put out to consultation by Test Valley Borough Council at the end of last year. This consultation known as the “Regulation 16 Consultation” closed on 18th December.
The draft Plan and supporting documents are still available for viewing. Full details of how to view electronic copies of the draft Plan submitted can be found on the Test Valley Brorough Council website at Wellow Neighbourhood Plan .
For added convenience, a brief explanation of the contents of each of the documents and a link to the documents is given in the adjacent panel.
Following the Regulation 16 Consultation, the representations received have been passed to the independent examiner – appointed by the Borough Council, National Park Authority and Wellow Parish Council – who will consider the representations and recommend on any changes and whether the Neighbourhood Development Plan should be put to a community referendum and implemented or “made”.

Documents submitted for Regulation 16 consultation
The following documents have been submitted for consultation, to download and view the documents click on the relevant link:
- Wellow Neighbourhood Plan – Submission Draft – the development plan for Wellow which will form the basic planning document if approved and passed by a referendum. Note the document refers to appendices which are in the Evidence Base. There is an erratum relating to the accidental omission of some text from paragraph 5.13.1 of the Plan on page 83 at Submission Draft erratum.
- Wellow Parish Design Code – the local response to national guidance on design in the form of a Design Code applicable to Wellow Parish. The Code sets out simple, concise, illustrated design requirements that provide specific, detailed parameters for the development of a site or area in the Parish.
- Designated Area Wellow Neighbourhood Plan – map of the area covered by the Neighbourhood Plan.
- Wellow Neighbourhood Plan Basic Conditions Statement – sets out how the Plan meets the basic conditions set out in the key legislation relating to neighbourhood planning.
- Wellow Neighbourhood Plan Consultation Statement – states who was consulted and how the consultation was conducted, the main issues and concerns raised and how they have been considered in the Plan. Detailed respresentations, responses by the Steering Committe and changes made to the Draft following from the Regulation 14 Consultation may be found here.
- Final TVBC HRA SEA Screening July 22 – the screening statement by Test Valley Borough Council on the need for a Strategic Envronmental Assessment (SEA) and Habitats Regulations Assessment of Wellow Parish.
- Wellow Neighbourhood Plan HRA & SEA Screening Opinion – screening statement or opinion from the New Forest National Park Authority.
- Wellow SEA Environmental Report – the report on the Strategic Envronmental Assessment.
- Wellow HRA Environmental Report – the report on the Habitat Regulations Assessment.
